Consultation on the change of building use

Welcome to the dedicated consultation website for the change of use of The Crystal building in the Royal Docks. In summer 2020, the Mayor of London, Sadiq Khan, began the process of consulting GLA staff on plans to relocate City Hall to The Crystal.

As part of this process and subject to the Mayor taking the decision to proceed with the relocation, a planning application is being prepared to change the use of The Crystal to a civic building.

We would like to hear from the local community to get your feedback on the principle of this change of use. After looking through the consultation materials, you can complete our feedback survey here.


The Crystal (Siemens Brothers Way, Royal Victoria Dock, London, E16 1GB) is currently owned by the Greater London Authority (GLA). The potential relocation to The Crystal would allow the GLA to make significant savings and support the wider regeneration of the Royal Docks.

On this website, you can find out more about the plans, what this will mean for local residents and how you can share your views on the change of The Crystal’s building use. We would appreciate it if you could submit any feedback by 15th October, following which we will consider all responses as we prepare the planning application.
